Tor over VPN
Connecting to the Tor network through a VPN tunnel, so your ISP sees a VPN connection rather than Tor usage.
Why it matters
Tor use is itself notable on some networks. Layering it behind a VPN hides the fact of using it from your ISP.
What most explanations leave out
It moves the trust rather than removing it: your VPN provider now knows you use Tor. It is also slow, and for most threat models one of the two tools alone is the correct answer. Using both without a specific reason usually indicates the threat model has not been thought through.
