The legal position
Law 175 of 2018 permits blocking of sites deemed a threat to national security and carries imprisonment of at least a year, plus fines, for using tools to reach blocked material. Article 64 of Telecom Law 10 of 2003 is the provision most often cited against VPN use directly: it bars operating encryption equipment without written consent from the NTRA, the Armed Forces and national security bodies.
