VPNs are legal, and South Korea combines world-class connectivity with an unusually broad DNS and SNI-based blocking system.

Legal and unrestricted

What actually matters here

Modern protocol support — line speed here is high enough that the protocol becomes the bottleneck.

Most country pages on the web recycle the same global ranking with a place name attached. This one filters on the capability that the situation in South Korea actually calls for, which is why 9 of our 11 providers qualify rather than all of them.

The legal position

No restriction on VPN use.

This is a summary of publicly reported regulation, not legal advice. Rules in this area change without much notice and enforcement varies. If the consequences of getting it wrong are serious for you, check the current position locally.

What the network does

Blocking is applied at DNS level and, since 2019, through SNI inspection of encrypted connections, covering gambling, adult content and copyright infringement. Because SNI inspection reads the unencrypted server name in a TLS handshake, an encrypted tunnel bypasses it.

Retention and logging

Operators are subject to defined retention and identification requirements.
