The legal position
Legislation requires VPN and anonymiser services to connect to the federal blocked-sites registry and filter accordingly, and providers that refuse are blocked. Using a VPN is still not itself a criminal offence for an individual, but the position tightened sharply in September 2025: advertising or promoting VPN services became an explicit administrative offence, and deliberately searching for material on the extremism register is now finable, with VPN use treated as an aggravating circumstance.

What the network does
The regulator has deployed deep packet inspection at operator level, capable of throttling or blocking specific protocols, and blocks named providers rather than only protocol classes — so provider choice matters more here than protocol choice. Scope has widened steadily: calls on WhatsApp and Telegram were blocked from August 2025 and WhatsApp and YouTube fully by early 2026. Region-wide mobile shutdowns leaving only a state whitelist reachable are now also used, and no VPN helps against those.
Retention and logging
Operators are required to retain communications content and metadata for defined periods and to make it available to authorities on request.
